Abstract

The phenomenon of sexual violence in Indonesia, which continues to increase and is often accompanied by slow legal responses, has encouraged the public to utilize social media as an alternative advocacy space. This condition has given rise to the Digital Movement of Opinion (DMO), a spontaneous collective action by digital users to organize demands for justice. This study aims to examine three aspects: 1) the values of public concern reflected in DMO, 2) the role of DMO in shaping the dynamics of digital public opinion, and 3) the implications of DMO for law enforcement practices in sexual violence cases. Using a descriptive-analytical qualitative approach, data were collected through digital observation on X, YouTube, and Instagram from April 2025 to February 2026. The results show that DMO reflects collective empathy, solidarity, and demands for justice. The dynamics of public opinion are formed differentially: YouTube as a deliberative discussion space through investigative content, X as a driver of rapid and confrontational discourse, and Instagram as a visual campaign medium that evokes moral support. The implications of DMO for law enforcement include increased responsiveness of authorities, acceleration of legal processes, and strengthened transparency, as evidenced in the case studies of Zahra, AF, and child sexual violence in Garut. Thus, DMO not only serves as a space for expressing public concern but also functions as a tool for digital social control in the enforcement of sexual violence laws.
